HILL AIR FORCE BASE, Utah— Unit commanders and directors are responsible for ensuring their respective units are in compliance with AFMAN 31-116 regarding the assignment of parking spaces within their respective parking lots at Hill AFB.
It’s not a secret that parking is limited on Hill AFB and, as the installation continues to grow, parking will continue to be a challenge.
Recently, there has been an increase in parking violations, to include unauthorized parking in designated spaces, exceeding authorized designated spaces, and inoperable and long-term parked vehicles. Therefore, it is important for commanders, directors and parking wardens to ensure compliance with the rules that govern parking lots.
How are parking spaces designated?
When more than one organization share a parking lot, respective commanders and directors are encouraged to divide assigned spaces based on percentages for the number of personnel assigned to each unit.
Assigned parking spaces are identified as spaces reserved for specific vehicles such as disabled, government vehicles, visitors and key personnel.
Assigned spaces should not exceed 10 percent of the total spaces available at each building in accordance with the AFMAN 31-116, Hill AFB Supplement, dated Jan. 15, 2015.
Coordination with 75th Force Support Squadron Labor Relations is required prior to implementing parking changes impacting bargaining unit employees in order to notify the local union, American Federation of Government Employees Local 1592.
Subdividing or changing parking designations also requires the approval of the using organization and 75th Security Force Squadron.
How are parking offenders handled?
Base personnel who abuse parking can have their base driving/parking privileges suspended or revoked for up to 6 months.
A habitual parking offender is someone who has received three or more parking citations within a 60-day period or six or more parking citations in a 6-month period. Parking citations may be issued for unauthorized parking in designated spaces, handicap spaces or parking in decal parking lots with no decal.
